Het werd samengesteld uit het gebied van het voormalige Vorstendom Zeta dat tot de provincie Shkodër behoorde. Na de Grote Turkse Oorlog (1663-1699) werden de Ottomanen uit Montenegro verbannen. Hierna ontstond het Vorstendom Montenegro.
