Olsen var forskningsleder ved Forskningsrådets program "Advanced Research on the Europeanization of the Nation State" (ARENA), men er nå pensjonert. Han har utgitt en rekke publikasjoner i både Norge, Sverige og USA, særlig innenfor det statsvitenskapelige fagområdet offentlig politikk og administrasjon.
