BECC along with its sister-institution the North American Development Bank, established by the same agreement and headquartered in San Antonio, Texas, are charged with helping to improve the environmental conditions of the United States-Mexico border region in order to advance the well-being of residents in both nations. The scope of their mandate and the specific functions of each institution are defined in the agreement between the two governments (the “Charter”), as amended in August 2004. |
